City founders

Earned over time, chosen by locals

1. Qualify: hold 1,000,000 $VICINITY in every balance check for 14 days. Checks happen at random times, about once an hour, so borrowing tokens for a few minutes doesn't work.
2. Be local: your home community is set by a location check at least 7 days before you apply.
3. Apply standing inside the city. The first application opens a 72-hour window for everyone; being first gives nothing.
4. Endorse: verified locals back one applicant each (one person, one endorsement).
5. Score when the window closes (published with its hash):

score = 50% × endorsement share + 30% × contribution + 20% × holdings holdings count from the amount up to 2× the amount (more counts the same) ties: lowest sha256("vicinity-seat|window|wallet")

6. Objections: 48 hours for locals to object; an admin who didn't object decides. Upheld → the next applicant.
7. Grace: below the amount (in a check, or before any sensitive action) → moderation pauses at once, 7 days to fix it. More than 2 graces in 90 days → released.
8. Released: the city reopens; the former founder waits 30 days before applying anywhere.

Country managers

Elected for a term, not handed to the richest

• Candidates: founders active for 30+ days, not banned, not just finishing a second term in a row.
• Voters: verified locals of the country, one vote each.
• Election: opens automatically, runs 7 days, result and hash published.
• Term: 90 days, at most two in a row. Powers pause while the manager's seat is in grace.

score = 50% × vote share + 30% × service + 20% × holdings (capped at 2×) service = time as founder (up to 180 days) + confirmed moderation − overturned decisions

Who may vote or endorse: an account and a home community set at least 7 days before the vote opened, and at least one check-in there (being physically present). One vote per person.

Moderation

Nobody moderates alone

• Hide: a founder (their city), a manager (their country) or an admin, always with a reason. It comes back after 24 hours unless a second moderator confirms it or 3 people reported it.
• Reports: 5 reports hide a post until a moderator reviews it.
• Bans: proposed by one person, approved by a different one; they last 30 days.
• Appeals: once per decision, judged by someone who wasn't involved.
• Public log: every action, with who (role and name), why and what happened. See the log ↗

Founding Supporters

Counted fairly, with no sign-up

eligible = the lower of (balance at the cutoff) and (average of the last 14 days) pools, bonding curves and team wallets are excluded

• The cutoff is always 00:00 UTC and announced ahead: not scheduled yet.
• Published with a Merkle root and a hash of every input, then 48 hours to challenge before it's final.

Location & accounts

Private, and hard to fake

• Your location is read in exactly one place. It returns a signed note naming your community (valid 5 minutes, usable once), and the coordinates are thrown away.
• VPNs, proxies and far-away connections are refused, with one generic answer, so nobody can probe which check they tripped.
• One account per wallet and per X or Google login. It makes fake accounts much harder, but no online check can prove someone is one unique person: that's why votes also need age and a check-in.
• Sensitive actions (applying, endorsing, voting, moderating) need your wallet proven in the last 30 minutes.

Never

What nobody can ever do

• Move, freeze or take anyone's tokens.

Rules change only as a new, published version. Seats, elections and snapshots keep the version they were decided under.
